米通商代表部（ＵＳＴＲ）のライトハイザー代表は17日、米中貿易協議の第１段階合意について、「通貨や知的財産など構造的問題が扱われており」、単なる大豆の販売契約以上のものだと述べた。
同代表は下院歳出委員会の公聴会で、サイバーセキュリティーや人権、貿易などの問題で対中関係は一段と複雑になっていると発言。貿易合意の第１段階は履行可能であり、米国は確実に履行する意向だとした。
北米自由貿易協定（ＮＡＦＴＡ）に代わる「米国・メキシコ・カナダ協定（ＵＳＭＣＡ）」については、労働条件に関する条項のメキシコの履行が問題になると指摘。違反が認められれば米国は直ちに措置を講じるとし、ＵＳＭＣＡの７月１日までの発効を望むと述べた。
